Most PE uniform programs are specced for a gym in September and then quietly fail in January, when classes move outdoors into cold, wet air and a single moisture-wicking tee is no longer enough. The fix is not a warmer shirt; it is a layering system that a school can standardize, brand, and reorder like any other part of the kit. This walkthrough shows how to specify a cold-weather PE kit layer by layer, using fabric weights that actually correspond to conditions, so the winter kit is a planned extension of the program rather than a scramble of whatever students bring from home.
Start with the base layer, and keep cotton out of it
The layer against the skin has one job in cold weather, which is to move sweat away from the body before it can chill. That makes fiber choice the first real decision, and it is where the most common mistake lives. A cotton base layer soaks up sweat and holds it against the skin, so a child who warms up during a running drill ends up cold and clammy the moment they stop. The alternatives are merino wool or a technical polyester, both of which wick moisture and keep insulating even when damp.
Weight is the lever for warmth. Merino base layers are commonly sold in three bands: a lightweight around 140 to 180 GSM, a midweight around 200 to 240 GSM, and a heavyweight of roughly 260 GSM and up. The lighter weights breathe better for high-output activity, while the heavier weights hold more heat for cold, low-movement conditions. For a mixed PE lesson that swings between sprinting and standing, a midweight base is the safe default, and it is worth specifying the weight explicitly in a bulk order rather than leaving it to a supplier’s discretion.

Add a mid layer sized to the coldest lessons
The mid layer is the insulation, and for a school program that almost always means fleece, because it is light, cheap, dries quickly, and takes a printed or embroidered logo cleanly. Fleece is also sold by weight, and the bands mirror the logic of base layers: a lightweight fleece around 100 to 200 GSM for aerobic activity where breathability matters, a midweight of 200 to 300 GSM as the general-purpose choice, and a heavyweight above 300 GSM for genuinely cold, stationary conditions. A quarter-zip or full-zip fleece is the practical garment here, because a zipper lets a student dump heat during activity without removing the layer entirely.
The reason weight is worth thinking about rather than defaulting to the warmest option is that an overly heavy mid layer traps too much heat during exercise and gets stripped off and lost. A midweight fleece that a student keeps on is more useful than a heavy one that spends the lesson on the ground. If your climate genuinely demands more warmth, the better move is often a second thin layer rather than one very thick one, because layers can be added and removed as the body heats up and cools down.
Match the kit to the activity, not just the thermometer
Two students standing in the same cold field need different kit if one is running drills and the other is coaching or waiting a turn. Activity level changes how much heat the body generates, so the right base-layer weight shifts with output. High-output running suits a lighter base that will not feel heavy once it is soaked with sweat, a mixed lesson suits a midweight, and low-output or stationary time, including the teacher on the sideline, calls for the heaviest base in the range.

This is why a one-size-fits-the-season spec tends to disappoint at both ends. The same kit that leaves an active class comfortable can leave a goalkeeper or a coach cold, and the kit that keeps stationary bodies warm will overheat a class doing shuttle runs. A school does not need a different uniform for every scenario, but it should choose its default base weight around the most common lesson type and accept that the extremes will layer up or down from there. Treat the numbers as indicative starting points to brief a supplier with, not as exact prescriptions.
Specify the add-ons that make winter kit workable
Bottoms matter as much as tops in the cold. Shorts are a non-starter for outdoor winter PE, so a cold-weather kit needs joggers or track pants, ideally in the same wicking poly family as the tops rather than cotton sweatpants that stay wet. A tapered or cuffed leg keeps fabric out of cleats and off wet ground. If the program already has a summer short, the winter jogger should share its color and branding so the two read as one coherent kit across the year.
Visibility is the other winter-specific concern, because outdoor PE in the colder months often happens in low light at the start or end of the day. Adding reflective trim or a high-visibility panel to the outer layer is a small spec change that meaningfully improves safety when classes cross car parks or use fields near roads. A beanie and a pair of technical gloves round out the kit for the coldest weeks, and both are cheap places to carry a school logo.
Build it as a program, not a one-off purchase
The final step is to treat the winter kit the way you already treat the core uniform, with defined sizes, a set color palette, a consistent decoration method, and a reorder path for mid-year growth and replacement. Decide the default base and mid weights up front, name the add-ons that are required versus optional, and document it so next year’s order is a repeat rather than a fresh debate. A cold-weather PE kit that is specified once and reordered on a standard runs far cheaper and more consistently than a winter of ad hoc exceptions, and it keeps every student in warm, branded, school-approved gear when the weather turns.
